This PR addresses issue #15613. This adds a git setting which determines whether or not to prompt the user if there are changes in the working tree and none of them are staged.

If false, this setting will prompt the user if they want to commit all files if none are staged
This prevents a prompt for enableSmartCommit if there are no changes at all
