Steps to Reproduce:

  1. open terminal
  2. reload window or restart

=> terminal is not restored

I suspect the terminal closes, closes the panel and thus you loose this UI state.

Yeah, this is happening because of the fix to ensure terminals are killed off when exiting. I don't think this is critical enough to be fixed for April.
