Flashing when opening the Issue Reporter

Description

Depending on my theme, the issue reporter is flashing before it shows in the correct background color etc.

I also see that sometimes all style information is missing. I.e. the window opens without any styles then sits there for up to 3 secs and then the styles are applied, including the colors matching the theme of the workbench window.
