Issue Type: Bug

Testing #48390

When the files.exclude filter is enabled and all problems are filtered, the message reads "All problems are hidden because files exclude filter is enabled. Disable Files Exclude." I think the link text should be changed to "Disable Files Exclude Filter" for clarity

VS Code version: Code - Insiders 1.23.0-insider (b845ce9, 2018-04-24T05:10:57.500Z)
OS version: Darwin x64 17.4.0
