Split "Outline" into a new panel

Hello.

The new outline panel looks good, however, it's tucked at the bottom of the "explorer" panel.
This makes it very clunky when you want to switch between file navigation and the outline, as you have to hide/minimise the existing panels, then expand outline, or else compromise on the height.

As file navigation, and navigation in a single editor, are both very different features, having a single click button in the side bar would make this much more slick.
