Reopen with encoding: hilighted entry is the one before the current encoding.

Issue Type: Bug

For example, if the current encoding is "utf8", then the hilighted entry in the encoding selection list is the one before, i.e., "Western (Windows 1252)".

If the current encoding is "Simplified Chinise (gbk)", the hilighted entry is "Vietnamese (Windows 1258)" , so on and so forth.

This bug has not actually effect to the editor, but visually confusing users.
