Update failed and exes are gone

Visual Studio Code updater failed saying can't delete "C:\Users\zhaoq\AppData\Local\Programs\Microsoft VS Code\bin" because another program is using it. After the failure, Visual Studio Code is gone, the folder that it can't delete is empty and vscode.exe can't be found.

I think there can't be another instance of VSCode running because if there is, vscode.exe can't be deleted.

• OS Version: Windows 10.0.17763

Steps to Reproduce:

1. Close Visual Studio Code and it starts updating itself
