Clicking on breadcrumb item should toggle its menu

Clicking on a breadcrumb item only displays its menu, regardless of whether or not it is already visible. This experience, in combination with a quick cursor flash before the menu is displayed (which I think is a related bug?), is rather jarring and seems redundant. I would expect that clicking a visible breadcrumb item would toggle its menu, not reopen it. Strangely, clicking on the lower section of the item, just below the label, correctly toggles it.
