workbench.action.focusPanel does not change focus when Problems panel was last selected #92237

  • VSCode Version: 1.43.0-insider (user setup)
  • OS Version: Windows_NT x64 10.0.18363

Steps to Reproduce:

  1. Open problems panel
  2. Hide problems panel via x (close panel) --> focus (=cursor) is now in editor
  3. Execute workbench.action.focusPanel (via hotkey or menu View: Focus into panel)
  4. Problems panel becomes visible, but focus remains in editor

Expected behavior:
The cursor/focus should move into problems panel, as it is already the case for all other panels (output, debug console, terminal)

Does this issue occur when all extensions are disabled?: Yes
