Steps to repro:

  • Start code insiders on a fresh user data directory (No settings, keybindings)
  • Make sure you do not have any data synced (No data on server)
  • Open Shared Process dev tools and open network tab
  • Turn on sync and wait until sync is started
    🐛 Every time sync is triggered afterwards settings and keybindings are requested from server.

Expected no requests expect manifest are made
