Repro Steps:

  1. Install VS Code Insiders 1.68.0.
  2. Download an Azure Function extension .vsix.
  3. F1 -> Extensions: Install from VSIX -> Select the above .vsix to install.
  4. Check whether the extension is installed successfully without any error.

Expect:
The extension is installed successfully without any error.

Actual:
An error occurs when installing the extension .vsix.

More Info:
This issue does not reproduce in VS Code 1.67.2.
