This might be as designed, but it looks a bit strange to me how smooth scrolling is enabled even when scrolling up a single line. When smooth scrolling is disabled the cursor position stays in a stable position, when it's enabled it keeps jumping back and forth between the bottom line and the one below it. Feels smoother when it's disabled imo.
