Issue Type: Bug

  1. In issue reporter
  2. Click the Send my enabled extensions toggle once to disable extensions being included
  3. Click preview on github

Bug
Extensions still sent.

The checkbox seems to get into a werid state after this, with checking it again actually disabling extensions from being sent

VS Code version: Code - Insiders 1.24.0-insider (912fff9, 2018-05-18T05:11:58.249Z)
