  • VSCode Version: Insiders 1.26
  • OS Version: Win7 x64

Steps to Reproduce:

  1. go custom titlebar
  2. go fullscreen
  3. place cursor at the very top of the screen (not on a menu button)
  4. try to drag anywhere below.

-> nothing happend. the windows doesn't react in any way.

expected behaviour :

The window should be grabbed, restored to it's windowed size, and dragged (like when dragged from the middle of the bar)

Does this issue occur when all extensions are disabled?: Yes

edit : seems it is present on last version of insiders but works fine on the vscode 1.25.1 build.
