Rapid render: unable to drag a window on custom title until workbench has loaded #57795

Steps to Reproduce:

Use a custom title (macOS, or Windows/Linux with custom title enabled)
open a new window
try to drag the window using the title as soon as the window shows up

=> 🐛 not possible
