Refs: #91163

Install the test notificaitons extension

  1. F1 > show error message
  2. Esc to hide them
  3. Click on notification bell
  4. Click on the X in the error notification
  5. The badge has a badge and "no notifications" hover 馃悰

The badge should only be present if there are notifications
