[Package Issue]: Docker.DockerDesktop fails to upgrade with exit code 3

Please confirm these before moving forward

• I have searched for my issue and not found a work-in-progress/duplicate/resolved issue.
• I have not been informed if the issue is resolved in a preview version of the winget client.

Installation issue.

Brief description of your issue

When I upgrade all packages on my system, winget finds a newer version for Docker:

> winget upgrade -h --all
Name           Id                   Version Available Source
------------------------------------------------------------
Docker Desktop Docker.DockerDesktop 4.30.0  4.31.0    winget

but when it tries to install it the installation fails with the error exit code: 3.

Steps to reproduce

Install Docker 4.30.0 then run winget upgrade -h --all.

Actual behavior

I get the error:

Another version of this application is already installed.
Installer failed with exit code: 3

Expected behavior

The newer version gets installed.
