Currently there is documentation on how to build and run the tests for XDP for Windows in development.md, but there is no documentation on how a new app might started consuming the AF_XDP APIs.

The best temporary solution I may offer for anyone looking for documentation is for them to take a look at the current usage in MsQuic as a guide.

Is this issue tracking API documentation or an example application or simply the documentation references to either?

We have mostly been referring people to xskbench as an example application.

More along the lines of API documentation, but I also thing xskbench is too complicated as a minimal sample. I remember looking at it and not getting a good understanding of the API from it.
