Gets diagnostics validation status for a given user.

Delegated (work or school account)
    MAM DeviceManagementApps.ReadWrite.All, DeviceManagementApps.Read.All
Delegated (personal Microsoft account) Not supported.
Application
    MAM DeviceManagementApps.ReadWrite.All, DeviceManagementApps.Read.All
