Why is "Microsoft Graph PowerShell" an "unverified" application? #1528

When I execute Connect-MgGraph command, the screen dislayed is below:

On the other hand, when I use "Graph Explorer", the screen displayed is below:

Why is "Microsoft Graph PowerShell" an "unverified" application?

When a user select "Allow user consent for apps from verified publishers, for selected permissions (Recommended)" in the consent setting, user can't use "Microsoft Graph PowerShell" without adminconsent.
