Storage class selection page should be skipped if all PVs are selected to move

In the wizard it is slightly confusing when I approach the storage class selection screen and no rows are displayed in the table. It makes me as a user feel like something is wrong. Would be nice if the UI either displayed a note saying that everything is okay or if the page was skipped.

@eriknelson @dymurray One possible solution I see, is to dynamically generate steps, and move the PV related steps in a sub step.

The outcome could look like this when a PV list is empty or all PVs are set to move action:

or in the opposite case, it will have an additional step for Storage class selection.

This solution for this issue will be delayed, as the UX opinion should be gathered.
