paper-tooltip: may overflow outside the screen

I have a tooltip underneath a button on the top right corner of the application and the tooltip is partially outside the screen.

I fixed this in a way that accounts for both the top and left positions as well as the negative margins the tooltip has. It's on master. Let me know if it works for you.
