I have the same problem.
When I have 2FA enabled and I try to log in, the account.live.com/activity page shows a status that I have entered the correct password and is waiting for further authentication.
When I create an application password and try to log in, the account.live.com/activity page displays a status that I entered the wrong password.
I can only successfully log in without 2FA.
However, I need 2FA.
