Symfony packages symfony/templating is used in PhoneNumberHelper ( HelperInterface )
but this package is required only as dev ( "require-dev" ) and shuld be in "require" section

@DeyV There's a PR that's waiting to be merged. But it seems that the bundle is not actively maintained.

The same for Symfony/serializer.
