Add formatting and linting workflow

Codacy covers a lot of linting, but it runs different version of tools than those in my development environment. Consider setting up checks that matches those in my local environment in addition. Other jobs that should be run:

• Spell checking
• Formatting
• sphinx coverage
• sphinx linkcheck
