Windows: Install: Cannot install with user that does not have admin rights #2130

In organizations where the user accounts are not granted admin privileges, they are sometimes given an alternate account (like peter-admin) that they can use to perform installations and the like. But, running as that user when install.bat is run doesn't install it for "all users" or the user account used day-to-day in these scenarios.

It would be nice to have the option to install for all users or a specified user.

Hi thank you for sharing! To be honest, I contributed very little to the current Windows installer. Ideally there should be easy ways for a non-admin user to install hub, or for an admin user to install it for all users on the system, but I don't have the Windows scripting skills to pull that off. Contributions welcome!
