ロールのポリシーとして新たに設けなくても凍結＝ReadOnlyでよい気がしている(#11715)

別に他の人から見れてもいい凍結とそうではない凍結があるので一括で凍結=ReadOnlyは運用上難があると思う
凍結させておいてもモデレーターはあとから見る必要がある場合があるので（スパムが再発した場合など）、表には削除扱い、モデレーターには見れる機能は必要
凍結=ReadOnlyだと他の人にも見えてしまう、データを一般に見せなくするには削除するしかなくなる→モデレーションノートなどが消えてしまう

もともとこの問題って凍結を食らうとAP上で削除されていまい凍結が解除されても二度と他のサーバーとのやりとりができないのが問題では？

問題(目的)としては「利用を制限したいが凍結(一切の操作ができなくなる)は重すぎる」という場合の対応
例えばXは凍結されても自分のデータをエクスポートしたりできるからそんな感じをイメージしてる

ロールのポリシーとして設定できるメリットもありそうか（メールアドレスの確認を行わないとコンテンツの作成ができないようにするなど）
