Died relays can't be suspended/defederated making outgoing queue delayed #9229

💡 Summary

You can register Relays inside Control panel. But they don't appear inside «Federation» Control Panel.
You can remove relays from «Relays» Control Panel but nothing happens, when your outgoing queue is stuck by unresponsive relay.

🥰 Expected Behavior

as administrator I would like to suspend/block federation with relay so that will empty outgoing queue instead of having delayed outgoing activities.

🤬 Actual Behavior

Until now v.12.119.0 if you delete a un responsive relay from control panel, the outgoing queue stills bloated with delayed actions.

📝 Steps to Reproduce

  1. add a relay
  2. block its connections (by iptables? by hosts file?)
  3. watch activities stuck into outgoing delayed queue
  4. delete the relay from control panel
  5. see: nothing happen, queue stills bloated

📌 Environment

Mi 12.119.0 - Docker

何?Relay queue disappeared about after 48 hours! ㊗️
