Add base documentation and setup guide

We have added some documentation for the plugins in feature PRs #17 & #19. These documentations contain some steps that we can pull out and add in a base document that is shared b/w all the plugins.

We can move package generation code Ref from the above PRs to one base documentation file that can be linked into all the plugin README's.
