Make "select sub-techniques with parent" default to false

The "select sub-techniques with parent" control's current default state (true) is not intuitive to users who overlook the fact that the behavior can be changed with the control. To allow users to more easily use the interface, the default state should be switched to "false" so that sub-techniques select independently by default.
