Something is going wrong with the icon assets in Production mode

Steps to reproduce: Follow the docker deployment instructions.

This should be solved in https://github.com/mitre/vulcan/tree/vulcan-next since the asset pipeline was reworked.

This was fixed by moving assets to webpacker.
