I tried adding a new scope using the admin UI button provided on the 'Manage System Scopes' page, but this links to an empty page. I've tested it on Firefox 32.0.1 and IE 11. The server logs don't report any errors. Adding a new scope through the REST API interface works fine.

Also, though I was able to create a scope using the REST API, the "edit" button for the scope it created doesn't work either. Clicking on it appears to not do anything.
The UI components for 'Manage Clients' and 'Whitelisted Clients', 'Blacklisted clients" work as expected.
Please update to 1.1.9 (the latest release) and see if the problem persists. It's very possible there's a bug in 1.1.3 that prevents scopes and other items being edited, which has long since been fixed.
