Add --yes parameter for rye publish

We should add a parameter for publish command with no prompt, this benefit for some CI environments (They usually can't use prompt).

The word --yes comes from rye self install --yes, I'm not sure this is appropriate.

Does --yes make sense for this? The response to "Enter a passphrase (optional)" would be --no here, right?

--yes is not just for the passphrase, it means the whole publish will have no prompts.
