As of today, Cosmos has no support for multi-document transactions across collections.
More info here: https://docs.microsoft.com/en-ca/azure/cosmos-db/mongodb-feature-support-40#transactions

Multi-document transactions are supported within an unsharded collection. Multi-document transactions are not supported across collections or in sharded collections.
