Networking: Build a basic socket API

Background

• The goal is to create a network socket. Its purpose is to create listener, receiver, and sender sockets to communicate over UDP and TCP protocols.
• UDP socket will be used to communicate public market data events from the Exchange to the apps consumer thread. (MarketDataPublisher -> MarketDataConsumer)
• TCP socket will be used to communicate private market events from the Exchange to the apps order gateway client. (Order Gateway Server <-> Order Gateway Client)
