[request] update PtP to reflect new channel

This is a request to update the ptp tracker to include #ptp-announce-dev channel.

What is changed? From what to what

updated channel has more release info and now include the file name.
which is helpful in getting release group, regex fillers, and so on.

dev channel has different announce syntax, it not working as expected.

here is a sample:

OLD

DEV
