It might be good to allow the chair(s) nicks to be specified on the command line, so that only they have permission to open/close the queue, start a hum, etc.

Not sure this is entirely necessary, though.

I think people are generally civilised, so it might not be needed. However, on second thought it wouldn't hurt to have a function similar to qa <username> to assign a queue admin.

I am testing this for core@jabber.ietf.org right now and it works well.
