Change links to resources identified by URLs with the http scheme to
use equivalent HTTPS URLs, where the linked resources are available via
HTTPS.

This includes updating the Web addresses of e.g. protobuf and tmux,
which have moved to GitHub (and tmux's SourceForge page is no longer
available).

I see that this would have a conflict with PR #39's change, but I can easily fix that if PR #39 is granted.
