project: add MAINTAINERS, github description, and so on

It might be good to add MAINTAINERS file and clarify the number of maintainer LGTMs (1 atm, right?) to merge PRs for clear governance.

@thaJeztah @tonistiigi We don't need to hurry to add MAINTAINERS and other project files, but could you please set some catchy github description, so that we can get more people interested in this project?

e.g. concurrent, cache-efficient, and Dockerfile-agnostic container image builder (just an example)
