Nav Bar <li> should be clickable #21

Entire li surrounding nav bar links should be clickable rather than just the a text. JS solution okay provided that a remains clickable without JS.

This does not need to be done in the footer nav.

Updated 1:30 PM Push - Whole LI in Nav bar now clickable.
