Propagation of wrong operational temperature to resistances

In #2318 @beutlich pointed out that the parameter TOperational is not used in some models. A closer investigation shows that there is a bug in the propagating of TRef instead of TOperational as operating temperature to the resistor models of some components of electric machines. This issue refers to the following models:

• Modelica.Magnetic.FundamentalWave.BasicMachines.Components.SymmetricMultiPhaseCageWinding
• Modelica.Magnetic.FundamentalWave.BasicMachines.Components.SymmetricMultiPhaseCageWinding_obsolete
• Modelica.Magnetic.QuasiStatic.FundamentalWave.BasicMachines.Components.SymmetricMultiPhaseCageWinding

Yet all machine models work OK without issues, as the heat ports of all resistors are always used and the operating temperatures are provided through ambient models which use the right operating temperatures, in case the heat port of the machine is not used.
