Euler–Mascheroni constant in MSL

Dear Mr. Otter,

I would like to propose to introduce the Euler-Mascheroni constant, sometimes also called Euler constant gamma= 0.577...., see e.g. http://en.wikipedia.org/wiki/Euler_constant into the package Modelica.Constants

I will need them to define the Bessel function of 2nd kind needed for the FlexibleBodies Lib.

Introduced gamma in Modelica.Constants in aba5aae
