Filters, matchers and handlers should be configured together

Currently the IMAP FILTERS that determine which messages to look at are configured independently from the code that determines the appropriate handler (dispatch in handle_message) and the code that actually handles the email (handler_ functions).

Ideally at least the filter and dispatch would be configured together, maybe even in a file. The actual handlers could remain in code.
