[1.20.1] Spigot library loader doesn't load all dependencies (again...)

Description of issue :
Spigot library loader fails to load all necessary libraries again.
The plugin in question is a private one, so I made a dummy plugin that triggers the same error. I attached it earlier.
The plugin loads correctly on Mohist 1.20.1-637 (build 601) and the latest versions of Spigot and Paper.
