Add East Kurdish #4970

Already 'moment' have central Kurdish language as "Kurdish"
but Eastern Kurdish is different from central Kurdish (month names, year start and ...)

i want to add Eastern Kurdish to moment, and rename Kurdish to central Kurdish (referenced to windows language names and google translate language name)

eastern Kurdish is based on solar calendar (Persian) but Central Kurdish is based on Gregorian calendar
how i can do it?
