CH_ZN locale PM time is converted to AM time #5853

Describe the bug
result of the function moment(expirationTimeString, 'LT') does not return the correct result for PM times. It returns AM times.

To Reproduce
Entering the string 下午11:00 and passing it to the function moment.

moment("下午11:00", 'LT') returns 11:00

Expected behavior
In the above case, the returned time should be 23:00
