This is somthing i was thinking about not long ago after finding https://www.bountysource.com.
Trough them, it's possible to open a bounty for any issue in a repository (and more). There is even the possibility to integrate the issue tracker with bountysource, so that when a bounty is available you get a notification on the issue. In any case, maintainers could also take care of that adding and removing labels, as you already suggested.

I didn't look too much into bountysource because they only work through eth and fiat money, but i still think would be of great help to have a bounty system for single issues. I definitely support the idea.

Could we just leverage the existing HackerOne solution, and broaden the scope of the VRP? Maybe only allow it for bugs above a sufficient severity, as determined by the VRP workgroup, and triage them through HackerOne before the dev starts expending effort fixing them.

AFAIU the point of this proposal is to have a more flexible bounty system but not strictly related to bugs. This system could be used to add features or to resolve minor annoying bugs that nobody want to take care of because they take time, even if trivial. I think using the the VRP for this would be overkill.

I think something like bountysource would be perfect. Anybody would be able to set a bounty for any issue and a simple "bounty" label would make easier for devs to find something they could spend time on.
I'd like to know @moneromooo-monero's opinion about this (if he has one)
