Add RST Markup to Style Guide

Document the MongoDB basics of Docs as Code from slide 2 of the presentation:

This should include things like:

Character set
Line length
Line endings
Tabs
Variable and file naming convention
Indents

Might also be good to include the Snooty VS Code plugin, and anything else that applies broadly.
