[netcore] Make System.Reflection.Tests.ConstructorInfoTests.Invoke_StaticConstructor_ThrowsMemberAccessException Pass #15025

The test currently fails with:

System.Reflection.Tests.ConstructorInfoTests.Invoke_StaticConstructor_ThrowsMemberAccessException [FAIL]
      Assert.Throws() Failure
      Expected: typeof(System.MemberAccessException)
      Actual:   (No exception was thrown)
      Stack Trace:
           at System.Reflection.Tests.ConstructorInfoTests.Invoke_StaticConstructor_ThrowsMemberAccessException()
           at System.Reflection.RuntimeMethodInfo.Invoke(Object obj, BindingFlags invokeAttr, Binder binder, Object[] parameters, CultureInfo culture)

The inital thought was that static ctors cannot be invoked with one Invoke overload. Figure out why the test fails and make it pass.
