In order to view the preferences page
As a user
I need global permissions to view the page.
Background:
Given the following "users" exist:

Scenario: A student and teacher with normal permissions can not view another user's permissions page.

And I log out
And I log in as "teacher1"
And I am on "Course 1" course homepage
When I navigate to course participants

Scenario: Administrators and Managers can view another user's permissions page.

And I add the "Mentees" block
And I navigate to "Users > Permissions > Define roles" in site administration
And I click on "Add a new role" "button"
And I click on "Continue" "button"
And I set the following fields to these values:
